Challans will not be issued to these people

There is such a department in India. No challan is issued if caught on the road without a helmet. We are talking about people of Sikh community. Yes, turban-wearing Sikhs are allowed to ride bikes without a helmet on Indian roads. No traffic police can stop their movement. Being a Sikh does not allow this. These people have been given exemption only because of wearing turban. People of the Sikh community wear a turban on their head, due to which the helmet does not fit on their head. Moreover, during an accident his turban acts like a helmet and protects the head from serious injuries. Apart from this, if someone has any medical condition due to which he cannot wear a helmet, he can be exempted from currency with proof.
